Not necessarily, especially if they were printed by 2 different methods. They can also have 2 different colors, or be in 2 different shades from different batches of ink that might have been used over a long period of time.
There were multiple issues of these stamps over the years. During the war, duller coloured stamps were issued to save ink. The stamp on the right is a SC#236 scarlet issued from 1937-39. The stamp on the left is a later issue SC#259 issued from 1941-42.
That's right. The range of definitives was issued before the war, then the set was re-issued during the war in a 'pale' version, I guess by somehow diluting the ink to make it go further.
