Interesting label. Pretty sure it's not postage.
Notes currency from several countries Austria (Heller/filler), Italy (centesimi), Czech (halé#345;#367;) and Poland (halerzy) and Sovenia (vinarjev) - note these are google search answers, correct me if you must.

Google translate also gives vinarjev as Slovenian for 'winemakers', but I'm guessing that doesn't apply here.

Guess- a label promoting eastern european harmony?

Thanks for taking the time to go through it, and replaying. Nevertheless, looks like it comes from the period of Austria Hungary Empire and the countries you mentioned were part of this empire... and there is some logic in the whole thing off unification of some governmental process in the whole Empire, or maybe it was a experimental thing and this is one of the few prototypes.

At the end of the day it has got all the characteristics of a stamp (looks like a stamp it sure has got number and currency) and even the color is typical to the ones issued during this Empire.

So, not knowing about the existence of something doesn't mean that it doesn't exist until somebody will find it, right? So this is my opinion regarding that, but lets wait for some other opinions and comments.

"Vinarjev" was a currency used only in Slovenia, in early days of pre-Yugoslavia, known as a "State of Slovenes, Croats and Serbs" in 1918. But, that currency was used only in some short period in 1918. ... as far as I know...

Yeah that could be true but doesn't conflict with the existence of such a stamp, right?

Honestly, I'm not saying that my opening is right I'm just trying to find out what is the story behind this one and taking into consideration that it's possible... The German inflation back in the days... Stamps were issued for only a short period of time and then they disappeared... .
