It looks similar to stamps from the 1949 Red China Five Pointed Star set. See http://www.stampworld.com/en_US/sta...s/?year=1949, about 60% of the way done the page, Nos. 98-106.

This is a parcels post stamp from Hubei in Central China.

This is SG CCP96 / Scott #6LQ4.

It's the top value in a set of four parcels post stamps.
