Is this Ajman, Bahrain, UAE, or just what country? I believe the visit commemorated was in 2000. Again, can't find this one in Scott's or Stamp World. Thanks for any help. Jim
Manama, which is a dependency of Ajman. Very few stamps under its name are catalogued by Gibbons as they weren't legitimate issues - as with other "Dunes" stamps.
Many of the seven Trucial States (which today make up the United Arab Emirates) have non-contiguous regions. In this case, Ajman includes the main area of Ajman and a separate town (Manama) some distance away, surrounded by other states. I think Ajman originally claimed it as part of their own territory as it had useful farm land.
Once the Trucial States realised they could make a few bucks mass-producing stamps for overseas buyers, Both Ajman (with Manama) and Sharjah (with Khor Fakkan) realised they could milk yet more dollars by issuing different sets for their outlying town dependencies.
So, it's (allegedly) from Manama - and obviously a tiny town in the middle east needs its own stamps, depicting the Japanese Emperor visiting Europe!
