I located the base stamp (without overprint) in an on-line catalogue of East China. The date on the stamp is 1949. Do not know what the overprint means.
Added: Looked a bit further & found the overprinted stamp as a 1950 PRC stamp. Don't know what numbering system the catalogue uses, but the numbers it gives are 81 (orange red, perf 12.5) or 81A (reddish orange, perf 14). The denominations on the two stamps are identical. The East China numbers were 49 & 49A but the colors given for these were both orange red.

aristotelian! A good clue to watch for on Chinese stamps is that 1st character in the upper left corner. If you see that character it's from China! The Stars imply that it is Red China!Just some basic points for quicker self identification of these stamps!
