Originally intended for parcel post use only, their use for regular postage was approved July 1, 1913. The cancel is hard for me to read, but it looks like Aug 14, 1913, so that would put it in the right period. I imagine these are not all that uncommon. Too bad it is not a "first day" as those bring very nice prices. But I still think it is a great find!
