Missing Scott Numbers For German State

Hello, I'm starting to collect early German stamps. I notice in the Scott Catalog that for Baden the numbers 5, 11, and 21 are missing. Does anyone know why there might be missing Scott numbers? Thanks!

Odyssey7, I have no idea why they would be missing, but I have one observation. If you are going into these stamps you should seriously consider getting a Michel catalog. An older one will do fine, but a Michel gives far better coverage than Scott ever will.

Some time between 1937 and 1961, 5 became 4b, 11 became 12b and 21 became 22a. It looks like some of those 1961 catalog numbers have changed again after looking at the 2015 Scott Classic Specialized.
