See the difference between the two Austrian
The French one has V instead of you in the word Republique

Like all the other stamps you are asking about, they are neither errors nor rare.

if they aren't rare that's ok, but how com when the French use you letter in (Republique) in all there stamps and suddenly they decide to change to V only in this or couple of others and that isn't an error?

The V is a Roman U. It iwas commonly used back them. ALL of those French Peace Commerce (or "Sage") stamps have the V. NR-Not Rare.

Robi, in Rome the "U" did not exist - the "V" was used instead. In some of the Roman languages this is still done at times. Sort of like the Germans using Gothic script.
And the "V" is pronounced as a "U" in the word on your stamp.
