Just found this one and was wondering if it's a constant variety or not. Instead it says 99 versus 69 in the red overprint. Unless I totally missed that they reissued this in 99. Or totally fake.
The original was issued in 73 then it was reissued in 74 with the overprint. There is no mention of it being reissued again in 99. I'm getting this info off stampworld.com so not sure if it was reissued and just no picture.
