Can Anyone ID This Postage Meter?

I've had this meter (see below) lying around for 3 years and have recently checked the International Postage Meter Catalog. According to page 3 of the IPMC, meters with no city or date are referenced in note 1. Note 1 says as follows.

"NOTES: 1) For specialized information about the meter stamps of the United States, see the United States Postage Meter Stamp Catalog, 2nd edition, 1994, and the 2001 Update by Joel Hawkins and Richard Stambaugh, privately published, Goodyear, Arizona."

The 2001 update by Hawkins & Stambaugh is 12 years prior to the mailing date of my example so I have to wonder if it is even listed in any catalog. Does anyone have access to either of the 2 catalogs in Note 1 above? I assume it is a very common, low value meter but it would be nice to be able id it. Sorry about the slightly blurry photo but I believe it is clear enough enough to read all the data on it.

This is not a postage meter imprint. It is a privately printed label for the DHL Global Mail service. It bears a tracking number 3615962312173458 that normally would provide tracking data but searches at the DHL GM online database yielded no results. Since the item was shipped in 2013 it appears that DHL GM has purged the data from its database.

"BWI" might be Baltimore–Washington International Airport.

You could add a QR code reader to your smartphone, shoot the square QR code, and see what comes up.

Thanks ikeyPikey, I don't have a smartphone but I can ask friends who do if they can do me the favor. I also under the impression that BWI is the airport code. Since this mail was sent to Manchester, PA from TX, it is a good guess.

cjpalermo1964 Thanks for that information on Global Mail; I didn't know a person could check GM's database. I assumed it is not metered mail but the International Postage Meter Catalog includes numerous privately printed mailing labels in part 3 of USA meters. I'll be more careful next time and call like postage as a "privately printed label" rather than meter imprint. Thanks for the tip.
