Someone overseas as a paypal unregistered user with an unverified address bought something from me last week and are now complaining that they did not receive it yet. Do I have a lot to lose here?

Seems a little too fast to be complaining already. Sometimes overseas mail takes quite a while, depending where it is going.

Unless you sent it via registered mail they will get a refund if the shipment is a no show.

I would ask the buyer nicely if they are willing to at least wait a week and tell them when you mailed it - describe the packaging too. Hopefully the postal services are just a bit slow. Depending on the country anything can slow down shipments - weather, worker strikes, World Cup Soccer, you name it.

Also it's only been a week - depending on the country it can take 4-6 weeks for some places. Check with ebay for estimated time for delivery. If it hasn't passed yet, you should be fine.

I don't see this ending well. Likely to be a total loss for you, jogil, but you knew the risks. If you can't prove actual delivery, you're done.

Unregistered and unverified. I would not have sent it.

That said, as a buyer from Europe, I know it can take a while for shipments to get to wherever you are. You did not specify that you sold through e-Bay but if you did than the buyer has a delivery time frame in his/her "My e-Bay" and e-Bay will not consider starting a "refund" process until that time is up. FYI, again as a buyer, I have never had anything from Europe go over the time frame. Or China for that matter.

Also, on this site, as well as others, I have seen lists that sellers have put together of countries they will no longer ship to. As a seller you might want to check this out.

Since an unregistered and unverified buyer gets the same protection as a registered and verified buyer there is something wrong here.

Many thiefs on ebay claiming "not received". FEE Bay and FEE pal are always on the side of the buyers. If You didnt send as registered mail and/or dont have proof of registered trackable posting You can just refund them.

jogil What country is this buyer in? Send me his ebay id please I want to block him. I had enough of these online robbers claiming money back to quickly. Make sure you block him. There are certain countries I would not ship to via regular post the order would have to be worthwhile to send it only registered to high risk loss of mail countries. I once had an international buyer complain the next day he hadn't received his item, some of these ebay members are just unreasonable. Be aware also mail to Canada is very slow right now due to postal disputes.

duncanvr: They didn't buy the item through ebay and it was sent to India. They didn't want to pay the $70.00 for trace parcel since they said the order already cost them $100.00 They were a paypal unregistered buyer with an unverifiable address while a registerd seller with a verifiable address means nothing in a paypal dispute.

India is one of the block do not ship countries. You should never ship there unless the buyer has agreed to pay the registered cost. Block the whole country of India, if a buyer from there wants one of your items they can message you and get permission to bid once postage rate has been agreed. Never send normal airmail lots to India as they will go missing. I have sent to India but only registered lots when buyer agrees on the registered cost. China is another country high risk of items being stolen. Again the buyers in China need to be a case by case basis where they pay registered cost if they want to buy. There is a list of several high risk postage countries I recommend you block them. There are more than enough buyers in UK, Europe, USA and elsewhere. Since I blocked places like India & China the I didn't receive item cases also have dropped. You should have just cancelled his order if he wasn't paying the shipping fee.

I am just a bystander as I do not sell but is it not possible to insist on payment first? That is what I have to do even if the amount is only 99 cents!

Peter ... selling on ebay conventionally requires payment before shipping the item. BUT, if the buyer complains about non-receipt, mis-description, or just remorse, ebay and PayPal will automatically put the proceeds of the sale on hold until resolution. And resolution always favors the buyer.
