look a similar one, with the ring of dot around and the 2 rows of small dot line in the middle , exactly like you but different city

It might be that the first postmark is for inland use, with chinese characters and the second for post towards other countries , western letters..?

The first postmark is for Leshan in Szechuan (Sichuan) Province - you'll find a great deal more about Leshan ('Happy Mountain') on Google.
