Can not find any info or anything close to identifying what this is. The paper its on reminds me of the wax paper you use in kitchen when your baking. Not even sure if its really a stamp or what kind of language its in.

It's a stamp: Serbia 1918 (Y&T#134, Mi#133). It exists on a number of papers. Value: minimal.

You are thinking of grease-proof paper. In philately we usually refer to it as pelure.
