Marekiesz, the year of issue is printed on the basic stamps. I have no idea what the overprints are supposed to be, but it seems like fantasy to me! OK, my answer came in at the same time as Tim's.
The first 4 & 7 overprints, are from Ukraine, dating from the times of the end of USSR (late 1991, 1992).
8 to 11, are also from Ukraine, but more modern (1993/4?)
The legality of them is quite unclear, although I've seen op like these on cover and some people (the Society for the Philately of the exUSSR) tried to cataloge them, about 1993/4.
The other, are clearly fantasies from Karelia (Karjala) a Finnish area, Komy and other Russian territories, aimed to frame phillatelists.
