According to Michael Adkins: Overprint/Surcharge #5 – The last of the Ottoman overprints, were also surcharges on two stamps issued in Feb, 1920. As Ottoman postage stamp supply was running low, the French took available stocks of fiscal stamps used to seal cigarette boxes and overprinted them in blue around the four sides of the stamp with "OCCUPATION // MILITAIRE // FRANCAISE // CILICIE", and then applied one of two surcharges in the middle. Various misspellings, print sizes, double and triple surcharges, alignments have been recorded. http://www.dcstamps.com/?p=7783(also check out the examples in the Album (at the top of the article)) |

Great link 22crows. Multifarious thanks. Especially like the historic overview, puts a lot of my stamps in perspective.

The "P.I.O." postmark is a Constantinople postmark meaning "Postes Impériales Ottomanes". Here's an example from the Internet of a similar framed elliptical "P.I.O." postmark on a postcard send abroad: |

Thank you very much, Nigel. I am left wondering why two strikes were necessary? The PIO I would have guessed was a type of secondary Pmk, to cancel stamps missed by the Postmaster. However in this case, two strikes were used on a card, disproving that idea. |
