Does anyone know what this is? The lettering looks as if it could be Arabic, but I'm not sure about that.

Since no denomination, from memory it's a service stamps

I was wondering what the lack of denomination indicated (or should I say no denomination in a language I can read?).

If memory serve me well, they have different denomination value according to the colour. As exemple, Austria did the same with the first news paper stamps, the colour was the denomination.

Thanks, Rod! It is 20x26 mm. Here's another photo with a white background. The reverse is slightly lighter-colored, but not nearly as light as yours.
