Scott Specialized lists this as a Scott 1132 FDC. It would be the first USPS bulletin/poster for the stamp, and you would have had to affix your own stamp to it, for a first day cancel. It is considered unofficial.

Does anyone have, seen, or know of a photo of this issue? 1133's and later are more common as multiple dealers list these regularly on ebay.
