It's listed in the newspaper stamps, probably a PR3. However it is most likely one of the myriad reproductions rather then a genuine example. The color is wrong to begin with. Of course it might simply be faded. The fastest way to tell is the small printing at the very bottom where it says National Bank Note Company New York. That printing must be very sharp and clear for it to have any chance be genuine. The stamp must also show the embossing of the letters and numerals that were part of the issued stamps.
They paid the rates for bulk mailing of newspapers and periodicals. Newspaper stamps from 1875 on were used on a document in a receipt book which showed the location and weight of the shipment. They were kept by the post office so they are not common; I have only seen a few for the later issues. These early issues are very rare used.
rod222, No. I would draw a line of difference between outgoing and incoming mail. Newspaper stamps were used by the mailer for outgoing mailings of newspapers. Sheets of postage due stamps were generally used against a recipient for paying incoming due amounts for things such as business reply mail.
Yes, of course John. it's just as I saw it in general. but you were right in pointing it out. When I was starting out, I found these sheets of US Postage dues, all cancelled, and I thought they were CTO's for collectors
