WHat caught my eye was that the bottom Red missing is next to some lettering that seems to be variably washed out aas well.

For example, the 'H' in HORSE is less intense than the other letters.

Is this likely an example of chemical removal of the red colour to create an error?

I agree. The only lighter areas are the ones closest to the horse. Suspicious to say the least. Maybe an allowance for a certification would be in order?

I don't even collect Canada, the stamp should have depicted a donkey,because whoever paid $50 US would fit into this category

Two things to notice ----even the gray ink is a lighter shade on the lower stamp, also the paper looks brighter on the lower stamp .
