My 1989 Scott world book does not list this stamp or I just can't find it.
Would some one please list all the usual particulars for this stamp pair.

My limited experience, has it as a Postal Tax Stamp.

EP = Emision Permanente.

Usage and dates you shall need a specialist Mex Rev collector.

Full marks for a good thread title.

I would tend to list it as thus. (PT=Postal Tax)
What I do to get around this, is to mount them under "Sundry" Stamp album pages,
that I keep B.o.b. (Back of Book)
As information comes to hand, I paste, or write underneath the item.

It is a great way to keep all the weird stuff that pops up for countries.

This would perhaps explain the introduction of the tax,
but how they were used, under what conditions needs a specialist.
