Usually called a "box cancel" due to its rectangular shape. Typically used on parcel post packages, as in 4th class matter which is generally not date-canceled. Thus often seen on higher denomination stamps than usual. It is not an official precancel device, although they are occasionally used provisionally to precancel stamps.
Add: Also seen occasionally on 3rd class and registered mail. I do not know of any catalog of the markings except possibly by a few state postal history societies. The box size varies to some degree and the text varies a lot in font, size, and case. While a bit unusual, they are not generally considered valuable - just a neat addition to a collection.
