German Cto, Favor Cancelled, Or ??

Is anyone familiar with German stamps and how they are collected? In the German collection I just bought there are a number of MNH pairs, where 1 of the stamps is cancelled in the corner and the other stamp is uncancelled. At first I thought CTO, but I thought every stamp would be cancelled in some way. Maybe "favor" cancels? Is this a common way German stamps are/were collected?
