How would you classify this cover using a no die cut example of the Breast Cancer stamp: philatelic or commercial?

I suppose it might hinge on whether or not this cover is a unique example or did the Portman campaign do the same thing all examples in the mailing?

Anyone live in Ohio and also receive a similar example?

Well, I think the feller running for the senate must be a collector - seems to me the only way he would know about these no die cut stamps. But someone was probably using up the sheet that he bought to get one or two examples for his collection. Just my idea.
