Cutout from postal stationery. Several of the British colonies produced preprinted envelopes (with appropriate registration language, and sometimes the traditional blue crossed lines) for use with registered mail. The imprinted stamp (usually on the envelope flap) paid the registration fee but not the postage.

The position of the Pre-print stamp, is curious as well.

There is a used one on ebay at present asking £38. Interesting but I cannot start another collecting topic !!
