It looks like an 1879 Scott #27 but the color looks a bit off. If you or anyone else can rule out a color changeling then it might be a quite valuable variety. As I said the color doesn't seen quite right so a better scan might assist the Russian contingent who peruse the form.
Many of these stamps were bleached or otherwise chemically altered to imitate a rare "missing center" variety. The original 7 kop. stamp of this type is clear gray with a pinkish carmine center.
Distinct brownish color of the stamp on your scan (if scan more or less reflects its true color) would suggest that this is an artificial "changeling"; I've seen many of those.
This would be a 27e with center omitted and if genuine, $3,200 so it is very important that it is the real thing ! Perf 14 1/2....why not ?? Let us know where you got it ! The gray colour ????
