How does one determine the plate number for this stamp? I don't know how to tell if it's a wet or dry print.

First is Black Sc 120a from 1912, second is BlackBrown Sc 120 from 1925. I don't think you can determine the original plate number from single stamps. This is an anomaly in Scotts numbers since the reprint-changed-later stamp is given the primary number and the original is given the variety 'a' number. It is really impossible for me to tell black from black brown by colour. The designs can give a positive ID.
