indeed, it is. as discussed in your other thread, this is a labor union membership fee paid stamp. this particular piece is for Socialist Alliance of Workers of Macedonia.
A nice example of a Dutch 1950's booklet with labor union contribution stamps. It is for the Labor Union of printers. The formaer owner was a Copper plate printer. I saved it from the skip.
