It's czarist Russian in origin; double headed eagle symbol and the writing appears to be in Cyrillic. The cancel appears to be in the Latin alphabet. In a way, it looks like a reverse image of some kind. Hopefully someone more expert in Russia philately will comment.
Opinion: When a postmark ends abrubptly, before the end of the stamp image, screams "forgery" or counterfeit. A blurry image defeats any real inspection.
