So is that the only garden gnome on a stamp, let alone one that's enjoying a beverage? At first I thought coffee but maybe a tankard of beer?

I recall seeing an episode of "The Antiques Roadshow"
and a young lass, about 9-10 years old, collected antique lawnmowers.

What a gal!

Oops! Apparently was a young lad

Excellent additions Rod! I never knew about the Bophuthatswana and New Zealand lawn mowers.

I am sure I had at one time a lawn mower from Romania or Bulgaria, but I cannot seam to find it.

Try Bulgaria, Brian.
I have a very complete Romania collection, and I do not recall a lawnmower.
I could still be incorrect though.

No text string result in Scott, Romania or Bulgaria
A "Mountain mower" in Austria, but it is a gentleman employing a Scythe.

Australia Post also produced a stamp showing a Victa mower in 2016 in its first Fair Dinkum Aussie Alphabet series. According to the Stamp Bulletin no.339,on the V is for ... stamp the V is for Victoria, Victa, vegemite, vegetables, violin ... The bloke with one hand on the Victa is eating a piece of bread (or perhaps toast) with vegemite on it, although you'd be hard pressed to see it.

Finland's postal workers to mow lawns
BBC News
The state-owned Posti company is offering a weekly grass cutting service, with customers able to choose either 30 minutes or 60 minutes of lawn-mowing time, the national broadcaster Yle reports. It will only be available on Tuesdays, though, as the volume of post tends to be lighter than on other days, and customers will have to provide their own lawnmower. They'll also have to be willing to pay 65 euro (£51; $73) a month for the half-hour sessions.

Photograph caption: Postal workers have volunteered to take part in the lawn-mowing initiative

A booklet stamp issued in 2016 is based on this photograph.
