Are you talking about a little drop-out of the letters? Not really an error, but could have been caused by several things like a dirty plate, a foreign particle on the plate or even under-inking.
To be an error it must have a problem with the plate, and thus be re-curring in the same position.
By the way, it is most likely under-inking - the whole stamp seems to suffer, especially the bottom part.

such "under inking" is usually due to the stamp being in the lower part of the sheet..
