Same: Very strange thing.It's a mirror image of the stamp.As these stamps were typographed,the only way to do this would be using photo typography which would mean it was made much later,or someone did this for fun.Just right off the bat, that's what came to my mind.In fact;what kind of paper is it printed on?

I would say that, because the stamp is reasonably well centred, it's the BACKGROUND that is shifted, not the frame.

These shifts seem to be fairly constant in Russian stamps of the era, and I have a few, so probably it would not have a large value.

Well, that makes a big difference. As Horamkhent mentioned, shifts in the background are quite common. What you need to look for is the background on the stamp made by perf12. This is an inverted background. You can see an outline of the crown at the bottom of the stamp. What is NOT COMMON though, is an imperforated variety as your stamp, which looks to be Scott #35a. This has a catalog value of $750 mint, if it is a stamp. There is also a suspicion that this can be a stationary cut out based on wide margins, but I was unable to find a stationary like this. To be sure, look at the back of the stamp and position it to the light. If you see a pattern of lighter and darker horizontal lines, then it is an imperforated variety, if not, could be a stationary cut out with minimum value.
