I presume 9A is a scott number. In the Michel it has the number I(Roman number 1) Catalogue value approx 90 us dollar when only on part of a piece of paper. Michel also says that if there is no arrival mark on the piece of paper which indicates actual use, then it is probably CTO. These were issued due to destruction of the Ponape Postoffice in a taifun. Maybe somebody else can give some additional info. Kind regards, Johan.

Agree with Peter needs to have a certificate and on that a German cert. only .It will cost you about what you can sell it for ,even if it is real ,if fake then your out money .
