Is his a normal stamp or did someone cut it for...for... hell if knew why someone would do so.

Someone ( who did not know a thing about stamps ) cut this stamp on just about on all sides.

This one probably came from an old album. Back when this stamp was issued, collectors weren't worried about such trivialities as perforations, for the most part.
