i was going through my Netherlands stamps and mounting some from the late 1990's when I noticed Netherlands B691 or NVPH # 1660 which are semi postals from 1995 and the first one I found..seen clearly on the right has a date of 1996 ! I find nothing in either catalog noted about different dates..Jan Simon what is your theory..an error ???

Hmm... that's a good one. I have not heard from an error in these stamps (yet) and I should check the catalogue but do not think it is listed either. Can you make a large scan (perhaps of only the area with the year) because I could not see it properly.

They probably just decided to re-use the same design for another year.

That is not very likely. In recent years this has been done a few times for definitive stamps, but this is a semipostal, socalled 'kinderzegel' (children's stamp) and there is one set issued each year, with a different theme and different designs.
if it is a printingerror, it would be quite unique.
