Hello; The 40c Napoleon III perfoated stamp with the (2240) Le Neubourg cancel was forged to defraud the postal authorities. The 40c was a particularly good target.Even today we can see many countries with forged modern stamps.Back then it was the same story. The gangs would sell the 40c for 10c.In fact it's a somewhat scarce stamp.

forged to defraud the postal authorities

Now that is interesting To make a falsification to fraud the postal system makes much more sense than a 'forgery' to fool collectors. As others, it would be very interesting if you have a reference for this info. Would be very nice to have so I could check if there are any 'frauds' among my own duplicates before I pass them on for sale. Always new things to learn

bigmel222 - If the 40c Napoleon is actually a 'postal fraud' - that makes that stamp much more interesting (to me at least) than a genuine one

Typically in the USA, stamps made to fool postal authorities are called 'counterfeits' and those made to fool collectors 'forgeries'.

Hello; Well this a complicated subject.Serrane mentions refering to the 1862 perfed issue: ''Used postal forgeries:the 40 -centime,used at Bayeaux is very rare.It can be identified by the design of the face and by the perforation.'' Concerns about stamp counterfeiting can be seen in the laws passed in the early years.(Les Annales de Philatelie;vol. III,1941 juillet-sept)

The real prize goes to the famous ''Sower''or Nice(the city) forgery of 1913; 8 million counterfeits sold. They were sold in official shops out side the post office's jurisdiction. They can be found on covers sent out to every corner in France.(So they are worth more),considering the countless that were simply thrown out.The photo's of the genuine and counterfeit are below. The original stamp is dull and the original brighter. So actually we can say that the real money is not in selling to some collector but to the everyday unknowing (?) person.

Perf12, thank you. I did not ask you where you got the info because I did not trust you - I just wanted the complete picture. I guess I did not realize how rampant the counterfitting of stamps was even at that time. Again, thank you for the explanation,

Peter

Excellent, perf12! Thank you!

As Peter mentioned, we asked not to challenge, but because we are always hungry to learn new things.

Hi; Here is a cover selling now on ebay.(1923 sur lettre Semeuse faux de Nice + tampon) 299 euros. The Tax stamp was added as a fine. The cover is quiet late , so postal authorities took a certain time in taking action aqainst these couterfeits.
