I do not know the date for sure.
It was the only revenue in a bunch of regular common Newfoundland my brother gave me to sell for him (which I still have lots left if any one wants some free) (I am not sure if I can do that or not here.)
I found some info on Google (Newfoundland cigarette stamps) and there seems to be a list there from the bnatopics(dot)org site (British North America Philatelic Society magazine) that you can actually download for free (hope you have hi-speed!, I don't, takes a long time) going back a ways.
The stamp is around the King George V era (1907 and later) and even maybe up to 1939, as a place in Europe called avion stamps have a picture (no stamp) of a purple mint specimin they say is from 1939, calling the animal a reindeer (actually its a caribou) and they call the stamp a Cinderella if you search for it.

The fellow I sold it to in 2006 (still on
ebay, I can e-mail him if you want) wanted to send me a whole raft of papers on these as he and others were researching them and he was really pleased to get this as the letters over-printed on the stamp were some they hadn't seen before but had hypothesized existed. I don't know! I did not get the papers though, too much for me!
I always liked the stamp.
I think the caribou looks surprised to be on a cigarette stamp though!
