1918 Ukraine National Republic Stamps: Scott 1-5 , My Ukraine SC #4 Has Perforation?

in my set of Ukraine 1-5 my 40sh Watib Green has perforation.
why does this 40 stamp have perforation and the others imperf?

Scotts catalogue reads, 'The stamps of this issue exist perforated or pin-perforated unofficially'. I would think they were privately perforated.

I have multiple examples of the stamps in this set and the only ones I have with perforations is the 40.

All of my perforated 40s are forgeries.
The forgeries paper resembles aged glassine for all values of this set.
There are numerous design differences as well.
The 20 and 30 are described in some detail in Tyler's Focus on Forgeries.
