Factory Number 253 in the 1st Collection District of Illinois. Every factory processing tobacco into cigarettes, cigars, snuff, or pipe or chewing tobacco had to register with Internal Revenue. The was the factory number assigned to the user of the stamp. If I am not mistaken, 1st Collection District Illinois was headquartered in Chicago.
