In the late 19th century and early 20th century premiums began to be put on stamps which were bisected. A number of groups went out and got the stamps and faked cancels. Some even cut them off the envelope to make them look like stamps on piece. I am no expert on Newfoundland postal history but the perfect centering of the postmark seems fishy to me. That and the poor quality of the cancel.
