Even though I suggested that it might have been intended for metric sizes, I think it probably was used on imported raw opium. Even though the only ones we have seen were used by Lilly, they may have been used by other pharmaceutical firms. The stamps on the imported raw opium do not often turn up. I have seen several that were probably used in New York where the opium may have been imported by several firms in the New York-Philadelphia corridor, the core of the pharmaceutical firms in the early 20th century. But the ones I have seen used multiples of the $1. stamp. Lilly on the other hand I have not recorded using a $1 stamp.
From the February 1972 issue of the American Revenuer, Griffenhagen reported the the $4.00 stamps were requested by Lilly for use on packages of Papaverine Hydrochloride. This would reduce the number of stamps on the package shown.
