Unknown by me.
Usually RED and BLUE wax crayon indicate use on a Registered cover.
However, your scratch cancel suggests Fiscal use.

The brown, is actually India (Black) Ink scratch cancel, that has faded.

The only other wax crayon lines , that come to mind, are on Canadian bank Cheques.


First query:
Guess.
Try googling "Wiper Blade Flaw" or "Doctor Blade Flaw"

Robert, I agree with Rod. On both stamps. But on the first stamp, besides the straight line on the upper left I see a lot of scratches that really look more like scratches ( third picture ) or maybe even a plate crack ( fourth picture ). All in all a very interesting stamp. By the way, the line that Rod thinks is a doctor blade or a wiper blade looks more like a layout marker line!
And this one last one nonsense - that is just for now, right?

Comprehensive illustrated listing of plate flaws for this NZ issue is given in Campbell Patterson catalog, which I highly recommend (with the exception that their stamp values are, of course, from the fantasy land — they are dealers).
