I have searched both in the SCF and Precancel Society for information on the stamp and cancellation imaged below.
However, an answer eludes me.
The cancel is in a circle with a town and state, but no DTG. It has some of the characteristics of a precancel, and none of a regular postal cancellation. There are no other postal markings noticeable.
The Sec. 562 P.L.&R. have been discussed here;
https://goscf.com/t/21568 but appears to suggest the stamp and cancellation is a 3rd class mail rate.
Information on what Dot & Bob Briggs would be using a 3rd class permit for is not available on the web.
The house at 474 Main St, Lewiston ME is a 6 bedroom, 3 bath, 2640sf house built in 1917.
The envelop is sealed, has no contents, and never been opened.
The typewriter used to address the envelop has a problem with the 'M' key.
Anyway, is this a precancel or what?
