Looking at the printing of the "V"s, it looks like simple wove paper to me. That would make it the imperforate wove paper Scott Russia #131(1917), a minimum catalog value stamp.
As perf12 stated, you will have to check the paper. If it is laid paper, then it might be imperforate #68c.

I was scratching my head, wondering why I couldn't find my example, in my Russia Album. Then it dawned on me......I only have Armenia. (assume forgeries)   |

From what I can determine from my Soloviev catalog, imperforate sheets of 1-ruble stamps with double-V registration marks (which appeared in six places on the sheet in place of stamps) were issued starting in 1917. While an interesting stamp, it is low-value, Soloviev quoting two horizontal or vertical imperf stamps and a registration mark at the smallest catalog value.
