2d used to be the Stamp Duty levied on receipts of two pounds sterling or more in the U.K. In this fiscal application, a stamp was affixed to the receipt and a signature written across it to tie it to the receipt. Once the stamps were overprinted, they were, I believe, no longer valid postally. This cut down their usefulleness to others and thus theft thereof. Presumably these were used for this purpose.

That is true... but... due to the ending of Stamp Duty they were unofficially tolerated for a short time so that companies with large stocks could use them up for postage. That is why there are some postaly canceled overprinted 2d stamps.
