I measured 8 copies and found varying widths. The height was always 22.75 (Roughly).

The widths of the 8 samples I measured are:

4 - 33.75 - .0036 to .0038
1 - 33.5 - .00325
2 - 33.25 - .0032
1 - 33.0 - .0030

When I checked the weave, they appeared to be the same direction, however, some were more difficult to see the weave. This prompted me to check the thickness of the paper. I found that the thickness of the paper was directly related to the width of the design.

These are all used copies and I measured the paper thickness away from hinges and postmarks. That's interesting that there are definitely varying thicknesses of paper. Not enough to warrant a catalog mention though as the Very Thick Papers are usually in the .0050 to .0060 range.

It may be that since these Quebec Tercentenary 2 cents 1908 stamps were printed on vertical wove paper with different thicknesses and wove patterns, as aforementioned by jimjung, that upon drying after wet printing, the stamps could show differences in their horizontal design size dimensions from this. It may also be possible that the stamps with very wide horizontal design widths were dry printed since some Edward VII 2 cents Scott/Unitrade 90xii from 1905 and 1907 were dry printed.

Measurements of the proofs at the Canada Postal Archives were found to be 34 mm x 22.5 mm
The stamp on the left has a width of 33 mm and the stamp on the right has a width of 34 mm
For other Canada stamps, a difference in width 0.5-1.0 mm has made a difference between wet and dry.
The stamp on the right also has a much clearer, cleaner and crisper impression than the one on the left.
