Generally the users of precancel envelopes were not users of precancel stamps. There is no comprehensive list of precancel users and their preferences available that I can find. Perhaps somewhere in the post office archives such a list exists. Local post masters were responsible for verifying that a user held a valid precancel permit before ordering stamps or envelopes.
