This is a piece of a cigar stamp, they are not listed in Scott. They are listed in the 10 edition of the Springer Catalogs. However this is only about half of the stamp.
That is the left part of a cigar taxpaid stamp. They are not listed in the Scott Catalog you need a Springer catalog (currently out of print and way out of date in terms of pricing). Your stamp is part of TC95b with a catalog value (many years ago for the entire stamp) of $4.
