I have this information from a photocopy of an old Belgium catalogue that was sent to me years and years ago. I can't remember the name of the catalogue but I'm sure it was in two volumes.

It's in French, and I'm happy to scan the pages and load them up if anyone is interested.

The postmark "value" for the stamp postmarked in Gand is still zero. The stamp itself is less common than the ones without the frame. According to the Official Belgische Postzegelcatalogus, there were 498,000 issued as compared to 53,800,000 of the watermark without a frame. It was issued between 1849 and 1850.

I wish I could remember the book this info came from.

I'm sure it was a two volume set (hardcover, and definitely pre WW2) on ebay. I asked the seller if the info was in the book, and he sent me the photocopies and I sent him a bunch of New South Stamps for his collection.
