Hey Wert. If its an engravers slip, wouldn't it be on all stamps printed?

or is it just some ink that has been pulled to the left?

or is it just a re-entry? This is the one I am thinking it is.

There are alot of little re-entries and Engraver's Slips on the lower values of this issue, most on the 2c. I believe it is one of these. Major ones are listed.

wert, here is a 10c stamp from the same issue with a similar type of flaw as on your 3c. I marked the flaw at the upper right.

And here are two Overprints from this issue with different errors. The 1st stamp has a re-entry at the bottom Numeral Boxes and frameline. The 2nd stamp has odd marks in the upper right corner and bottom center.
