Looks like Poland Sc.1
depending on the paper thickness could be a cut out from a postcard

I agree that the design is Poland #1, but it is so crude that I'd be surprised if it is anything other than a poor reproduction. I don't have a Poland #1, but the examples I've seen are printed to a much higher production value. Though #1 was printed in Warsaw, it is as nicely done as the contemporary Russian stamps printed in St. Petersburg.

I would say that it is a genuine Poland #1 but it's had most of the perfs cut off, look at the bottom right & you can just see 2 perf holes.
This shade is the most typical, the Fischer catalogue calls it light-blue/rose, darker shades from different printings command much higher prices. The printing on the darker shades tends to be much cleaner than the lighter shades which can have white blotches specifically on the red centre & the thick blue oval.

This design was never used for postcards

Gotta watch out for these, there are many, many new very good forgeries on ebay.
